Gift card you bought at the store arrives empty — criminals drained it off the rack

Organized crime rings remove gift cards from store racks, photograph the card number and PIN, reseal the packaging, and put them back. When you load money at checkout the balance drains within minutes to overseas criminal networks.

What to do right now

  1. 1 Buy gift cards only from behind the customer service counter or a locked case, not from open display racks — criminals cannot tamper with secured cards
  2. 2 Ask a cashier to scan and verify the current balance on a preloaded card before you pay for it
  3. 3 Inspect the scratch-off PIN area in the store before purchasing — if it looks disturbed or re-covered, choose a different card
  4. 4 Look for tamper-evident packaging seals that have been broken, or packaging that looks re-shrink-wrapped
  5. 5 Consider digital gift cards sent by email instead — they cannot be physically tampered with on a store shelf
  6. 6 If you received or gave a drained gift card, report the store location and card details to the retailer and to local law enforcement — it helps Operation Red Hook identify compromised rack locations
  7. 7 Report to the FTC at https://reportfraud.ftc.gov and the FBI's IC3 at https://www.ic3.gov.

Red flags

  • A gift card recipient says the balance is $0.00 even though you just loaded it — the card may have been drained off the display rack before purchase
  • The scratch-off PIN area on an unwrapped card looks disturbed, bubbled, or re-covered — criminals peel it back to record the PIN
  • A barcode sticker appears to be slightly misaligned or layered on top of the printed barcode — a sign criminals placed a redirect sticker over it
  • The card packaging looks resealed with a slight ridge of adhesive or the wrap appears rewrapped — criminals open and repackage tampered cards
  • You checked the balance online within minutes of activating the card and it already shows $0.00
